Multiple Free Shipping Level

Hi,

How can i make to define a different FREE SHIPPING AMOUNT by countries. For example :

Free shipping at 200 EUR for BELGIUM
Free shipping at 300 EUR for FRANCE and GERMANY
Free shipping at 400 EUR for FINLAND
...

Another question, i would like to give a discount when the order reach a minimum amout. For example when the order is more than 500 EUR, you got a discount of 5% on the order. When the amout is more than 1000 EUR , you got a discount of 10 %...
